President Obama still has an ambitious second-term agenda he'd like to pursue: immigration, fine-tuning health care, more gun laws. First, though, he has to figure out how to handle what analysts say has been a trifecta of problems, from the IRS to Benghazi to the Justice Department going after reporters' phone records.
