     NEW YORK (AP) _ Gov. David Paterson wants to create a panel to
study the Metropolitan Transportation Authority‘s capital spending
budget, which pays for such things as new subway cars and projects
like the Second Avenue subway line.

     The panel will be headed by former MTA chairman Richard Ravitch,
and will look at ways to finance capital spending for the transit
system.

     Paterson‘s announcement comes days after Mayor Michael
Bloomberg‘s congestion pricing plan was rejected by the state
Assembly.

     The governor said Tuesday that the panel would also examine
elements of the mayor‘s plan ``that all of us like.‘‘
